The Governor of Borno State, Professor Babagana Umara Zulum, has announced plans to establish a state-owned electricity outfit as part of efforts to ensure reliable and sustainable power supply, describing energy availability as a key driver of economic development.
Governor Zulum made this known on Friday during a high-level meeting with the Managing Director of the Rural Electrification Agency (REA), Mr. Abba Abubakar Aliyu, held at the Council Chamber of the Government House, Maiduguri.
The governor explained that the initiative was in line with the recent constitutional amendment of the Electricity Act, which places electricity under the concurrent legislative list, thereby empowering states to generate, transmit, and distribute power independently.
“I am very much aware of the new Electricity Act sections 152 and 153, which clearly state that electricity is now under the concurrent legislative list. This is something very important. I have started working on it. A draft memorandum has been submitted to me on how the state will establish its own electricity outfit,” Governor Zulum stated.
Highlighting the state’s progress in renewable energy deployment, the governor noted that Borno has made substantial investments in solar power, powering critical facilities such as hospitals, schools, and water treatment plants.
“Most of our health facilities and mega schools are solar-powered. Our water treatment plants and industrial park also rely on solar energy, with up to five megawatts of solar capacity already in operation,” he said.
Governor Zulum stressed that the availability of stable electricity remains central to industrial growth, business expansion, and overall economic transformation, reiterating his administration’s commitment to building a self-sufficient energy framework for Borno State.
Earlier in his remarks, the Managing Director of the Rural Electrification Agency, Mr. Abba Abubakar Aliyu, commended the Borno State Government for its foresight and investment in renewable energy, describing the initiative as a model for rural electrification and sustainable development.
He explained that the agency’s visit to Maiduguri was part of ongoing efforts to strengthen collaboration with state governments in implementing locally driven energy solutions in line with the new electricity framework.
The meeting was attended by the Secretary to the State Government, Mr. Bukar Tijani; the Head of Service, Dr. Muhammad Ghuluze; members of the State Executive Council; and other senior government officials.
